<br />City Council Regular Meeting - 12/06/04 <br />Minutes - Page 26 <br /> <br />and reconvened at 9: 12 p.m. <br /> <br />City Attorney Scott Anderson left the meeting at 9: 10 p.m. <br /> <br />7. <br /> <br />Campaign Finance Disclosure Ordinance <br />Councilmember Ihlan presented a revised draft, as reviewed by <br />the City Attorney's office, of the proposed campaign <br />contribution reporting ordinance, following the presentation by <br />Professor Schultz at the November 22, 2004 Council meeting <br />and Council and public feedback. Councilmember Ihlan <br />reviewed the changes made to the ordinance since the last <br />reVIew. <br /> <br />Ihlan moved, Klausing seconded, first reading for Ordinance No. <br />1312 entitled, "An Ordinance Adding Title One, Section <br />103.015, Campaign Contribution Reporting." <br /> <br />When questioned by Mayor Klausing, City Attorney Squires <br />advised that the Council could waive the second reading of the <br />ordinance to speed the publication and enactment process. <br /> <br />Councilmember Kough spoke in support of campaign <br />contribution reporting; but expressed his preference for listing all <br />contributions, opining he would prefer the ordinance to read <br />contribution of $1 on up. Councilmember Kough opined that <br />any other options provided too many loopholes, and suggested a <br />compromise of a minimum of $50. <br /> <br />Councilmember Schroeder opined that he was not convinced <br />there was a problem to be fixed; and if it was a problem, step <br />forward and disclose all contributions; noting the impact of this <br />ordinance city-wide from the standpoint of how it affects how a <br />campaign of election would be conducted. Councilmember <br />Schroeder expressed his preference for holding a first reading, <br />followed by public hearing and comment prior to enactment. <br /> <br />City Manager Beets clarified that the City Clerk had the <br />responsibility to immediately notify any candidate filing for <br />office of their responsibility to file a report; and that, if after <br />notice, the candidate still failed to file a report, staff turned the <br />matter over to the City Attorney and it became a civil matter. <br /> <br />Ordinance 1312 <br />Campaign <br />Contribution <br />Reporting <br />
