TOM KOUGH COMMENTS
DECEMBER 6, 2004

COMMENTS ON THE VALIDITY OF THE 2001 AUAR

1. MY JOB IS TO PROTECT THE WELFARE OF
CITIZENS - THE BURDEN OF PROOF IS ON THE
DEVELOPER. WE NEED TO KNOW WHAT
HARMFUL CHEMICALS AND TOXIC
MA TERIALS ARE IN THE TWIN LAKES AREA.
WE KNOW THERE ARE HAZARDOUS
MA TERIALS IN THIS AREA. THE
ENVIRONMENTAL STATEMENT OF 2001 IS OUT
OF DATE.

2. I DON'T AGREE WITH THE CITY ATTORNEY'S
OPINION THAT THERE IS NO SUBSTANTIAL
CHANGE TO THE COMPREHENSIVE PLAN. BIG
BOX WAS NOT ALLOWED WHEN THE COUNCIL
APPROVED THE 2001 CHANGE IN THE
COMPREHENSIVE PLAN.

3. A RETAIL PROJECT OF THIS SIZE, WITH
ALL THE SURFACE PARKING, WILL
PRODUCE EXCESSIVE RUNOFF OF POLLUTED
LIQUIDS THAT WILL CONTAMINATE
LANGTON LAKE.
