<br />A. Langton Lake and Park should be buffered; stormwater runoff should be <br />limited; green space and native vegetation should be used throughout the <br />new development. <br /> <br />B. Responses to DNR comments and the AUAR mitigation plan require <br />compliance with the city Shore land Ordinance. The Rottlund <br />proposal does not comply with the ordinance. <br /> <br />C. The AUAR and mitigation plan identified a number of specific road <br />improvements and intersection modifications that are required to mitigate <br />the traffic impacts of redevelopment. Most of these improvements have not <br />occurred, are impossible, or will not occur according to the schedule assumed <br />by the AUAR. The AUAR and mitigation plan both require "staged and/or <br />less intense traffic development of the area to defer demand" until regional <br />improvements are in place. <br /> <br />14. The council finds that the Rottlund proposal meets the following standards <br />for a mandatory Enivironmental Assessment Worksheet under Minnesota <br />Enivironmental Quality Board Rules: <br /> <br />A. Construction of new roads over one mile in length that will function as <br />collector roadways (Minnesota Rule 4410.4300, Subpart 22) <br /> <br />B. More than 375 attached housing units (Minnesota Rule 4410.4300, <br />Subpart 19) <br /> <br />C. Threshhold for mixed residential and industrial-commercial projects <br />(Minnesota Rule 4410.4300, Subpart 32) <br /> <br />15. The council finds that the Rottlund proposal also meets the mixed residential <br />and industrial-commercial project threshold for a mandatory Environmental Impact <br />Statement under Minnesota Rule 4410.4300, Subpart 21. <br /> <br />Amend: <br /> <br />NOW THEREFORE BE IT FURTHER RESOLVED by the City Council of the City <br />of Roseville, Minnesota that the Petition from the Friends of Twin Lakes relating to <br />Phase I of the Rottlund Project requesting preparation of an EA W is granted. <br /> <br />7 <br />
