<br />City Council Regular Meeting - 12/06/04 <br />Minutes - Page 9 <br /> <br />A. Dan Stock, 2565 Fry Street (residence), owner of The <br />Press Gym, 2560 Fry Street <br />Mr. Stock referenced the recently-adopted City Council <br />resolution directed to the Minnesota Department of <br />Transportation (MnDDT) regarding applying additional <br />pressure on MnDDT to hold public hearings or receive <br />public comment regarding closure of the cross-over and <br />access to residential and business properties; and whether <br />there was some additional or optional remedy. Mr. Stock <br />noted that MnDDT had claimed safety issues as their <br />rational for closing the cross-over, but Mr. Stock opined <br />there were more safety issues created, in addition to <br />business hardships, with the closure. <br /> <br />Mayor Klausing recognized the closure as a City issue, <br />since it did impact Roseville citizens, but also recognized <br />that the City did not have jurisdiction over Snelling <br />Avenue. Mayor Klausing acknowledged numerous calls <br />he'd received related to this closure; and directed staff to <br />follow up with MnDDT and request a written response <br />related to MnDDT's receipt of the City's resolution. <br /> <br />Councilmember Maschka questioned whether it would be <br />productive to discuss the situation with the legislative <br />delegation. <br /> <br />City Manager Beets advised Mayor Klausing and the City <br />Council that staff had copied the resolution, along with a <br />cover letter, to the legislative delegation; and noted that <br />numerous residents and business owners had been e- <br />mailing legislators regarding their concerns on the closure. <br /> <br />Councilmember Kough opined it would be prudent for the <br />City Council to take a leadership role and schedule an <br />immediate public meeting with the legislative delegation, <br />Ramsey County Commissioner Jan Weissner, MnDDT <br />representative Frank Pafko, and affected residents to <br />address the impacts, inconvenience and hardship created by <br />the closure. Councilmember Kough also recommended <br />documenting accidents following the closure in comparison <br />with those when the cross-over was open. <br />
