Dan Stock, 2565 Fry Street (residence), owner of The Press Gym, 2560 Fry Street Mr. Stock referenced the recently-adopted City Council resolution directed to the Minnesota Department of Transportation (MnDDT) regarding applying additional pressure on MnDDT to hold public hearings or receive public comment regarding closure of the cross-over and access to residential and business properties; and whether there was some additional or optional remedy. Mr. Stock noted that MnDDT had claimed safety issues as their rational for closing the cross-over, but Mr. Stock opined there were more safety issues created, in addition to business hardships, with the closure. Mayor Klausing recognized the closure as a City issue, since it did impact Roseville citizens, but also recognized that the City did not have jurisdiction over Snelling Avenue. Mayor Klausing acknowledged numerous calls he'd received related to this closure; and directed staff to follow up with MnDDT and request a written response related to MnDDT's receipt of the City's resolution. Councilmember Maschka questioned whether it would be productive to discuss the situation with the legislative delegation. City Manager Beets advised Mayor Klausing and the City Council that staff had copied the resolution, along with a cover letter, to the legislative delegation; and noted that numerous residents and business owners had been e- mailing legislators regarding their concerns on the closure. Councilmember Kough opined it would be prudent for the City Council to take a leadership role and schedule an immediate public meeting with the legislative delegation, Ramsey County Commissioner Jan Weissner, MnDDT representative Frank Pafko, and affected residents to address the impacts, inconvenience and hardship created by the closure. Councilmember Kough also recommended documenting accidents following the closure in comparison with those when the cross-over was open.
