<br />City Council Regular Meeting - 12/20/04 <br />Minutes - Page 13 <br /> <br />request from Rottlund Homes to Amend the Twin Lakes Master <br />Plan, for Concept Plan Approval, for Rezoning and for a <br />Preliminary Plat. Mr . Welsch walked through the retail, office <br />and housing elements of the request. He also described the <br />proposed zoning changes from Industrial Uses (designated I-I <br />and I-2 to Mixed Use Business Park (B-6). <br /> <br />Councilmember Ihlan read from a Court of Appeals case <br />regarding the meaning of preliminary plat approval. She asked <br />about the standing of Rottlund Companies to ask for preliminary <br />plat approval and zoning changes. <br /> <br />City Attorney Jay Squires indicated that master developer status <br />can be used to address standing issues. Also a condition could be <br />attached to a preliminary plat or concept approval requiring the <br />Developer Applicant to acquire title to the subject property <br />before acting on those approvals. <br /> <br />Councilmember Ihlan questioned the appropriateness of the B-6 <br />Zone for the Rottlund proposal as contrasted with a Shopping <br />Center District Zone. Community Development Director Dennis <br />Welsch, City Attorney Squires, and Councilmember Ihlan all <br />spoke to the planning and the legal aspects of using the B-6 <br />Zone. <br /> <br />Councilmember Ihlan commented on the traffic studies under the <br />AUAR concept versus Rottlund's concept. <br /> <br />Councilmember Ihlan spoke to her interpretation of the <br />Shoreland Ordinance and other Roseville City Code sections. <br />She also commented on the Stakeholder Panel process and the <br />outreach and marketing efforts with potential developers. She <br />questioned the assertion that traffic congestion will decrease <br />under the Rottlund proposal as contrasted with the AUAR <br />Concept. <br /> <br />Mayor Klausing then called for the Applicant's presentation. <br />Rottlund Vice President Michael Noonan introduced Tim <br />Whitten, Architect and Planner, and Joe Samuels, Civil Engineer. <br /> <br />Mr. Noonan and Mr. Whitten outlined Rottlund's neighborhood <br />
