They displayed a map <br />of potential pedestrian connections and images of the various <br />project elements. <br /> <br />Joe Samuels, Civil Engineer consultant for Rottlund, described <br />some of the more technical components of the proposed Project. <br />He described the public infrastructure, including street and <br />streetscape plans (possibly including a roundabout), and the <br />drainage and stormwater plans. <br /> <br />Councilmember Maschka asked whether we really need a <br />continuous Twin Lakes Parkway. He also questioned proposed <br />stormwater ponding and the ponding connection points to <br />Langton Lake. <br /> <br />Mr. Noonan spoke to the traffic projections on Fairview being <br />higher with a discontinuous Twin Lakes Parkway. Mr. Whitten <br />indicated Rottlund was okay with either a continuous or <br />discontinuous Parkway. Public Works Director Duane Schwartz <br />cautioned the Council to consider future Twin Lakes <br />redevelopment phases when evaluating whether Twin Lakes <br />Parkway should be continuous or discontinuous. <br /> <br />Councilmember Ihlan asked about the process by which the <br />Twin lakes Parkway moved to its current position. Mr. Whitten <br />described the Stakeholder Panel and Planning Commission input <br />Rottlund had received. <br /> <br />Mayor Klausing and Councilmember Maschka asked about <br />moving some housing north and the Parkway south. Rottlund <br />indicated they would consider that. <br /> <br />Councilmember Schroeder spoke to the technical aspects of <br />roundabouts and how they work for pedestrians. He encouraged <br />further investigation and use of a roundabout, if possible. <br /> <br />Councilmember Schroeder also said he was encouraged by the <br />stormwater plan and suggested sending flow to the existing pond <br />that outlets at Langton Lake and constructing no additional <br />culverts.
