Trip Generation

A trip generation analysis was conducted to establish the traffic that will be caused by the
redevelopment and expansion. The analysis consisted of obtaining trip generation rates from the
ITE Trip Generation Manual (6th edition, 1997). The proposed movie theater was analyzed as
ITE land use code 444, movie theater with matinee. All other development was analyzed as ITE
land use code 820, shopping center. Separate trip generation was done for a weekday P.M. peak
hour of adj acent street traffic and a Saturday peak hour of site generated traffic. Weekday and
Saturday trip generation can be seen in Tables 1 and 2. The trip generation rates that were used
were taken directly from the manual.

Table 1
Weekday P.M. This is in direct contrast to the
Rosedale Mall site where Metro Transit currently operates a transit hub. Currently twelve
different routes service the Rosedale site and connect to both downtown Minneapolis and Saint
Paul as well as the University of Minnesota and the surrounding Roseville community.
Additionally, a mixing of retail shops at the mall and the proposed development with a movie
theater provides good opportunity for multi-use trips. Because trip generation was done
individually for shopping and the theater any trip using both generators is double counted.

The Trip Generation Handbook provides transportation impact factors for multi-use trips.

PARSDNS

Page 11 of32

Rosedale Mall Expansion Traffic Impact Study
Roseville, MN
