All year 2006 scenarios at the intersection of Fairview Avenue and County Road B-2 operate at a
LOS D or better. No mitigation measures would be required at this intersection for year 2006
(proposed opening year) scenarios. At some point after the proposed development opens and the
year 2025, mitigation measures would be required to accommodate all traffic at a LOS D or
better. Mitigation measures include adding right-turn lanes on the Eastbound, Westbound, and
Southbound approaches. This should provide a LOS D or better with the assumed background
growth out to the year 2025. The 2025 baseline weekday P.M. scenario would also require
adding an eastbound right-turn lane in order to maintain the LOS D standard.

Table 9
Operational Analysis - Using Optimized Cycle Length: Intersection 3
County Road B-2 and Northwest Mall Entrance
Analysis Year Scenario Time Period LOS Average Delay* Max v/c**
and LOS
2004 Existing Weekday PM A 8.2 0.62-C
2006 Baseline Weekday PM A 7.5 0.62-C
2006 Build Weekday PM A 9.4 0.72-C
2025 Baseline Weekday PM A 9.2 0.61-C
2025 Build Weekday PM B 11.7 0.75-D
2004 Existing Saturday Peak A 9.8 0.80-C
2006 Baseline Saturday Peak A 9.6 0.80-C
2006 Build Saturday Peak B 11.9 0.85-C
2025 Baseline Saturday Peak B 10.7 0.82-C
2025 Build Saturday Peak B 16.0 0.87-C

*Intersection Average Control Delay in seconds per vehicle
**Maximum vlc ratio and corresponding LOS or LOS less than D and maximum vlc ratio on any approach and/or
movement.

Under all scenarios the intersection of County Road B-2 and the Northwest mall entrance
experience an intersection LOS B or better.
