No mitigation measures would be required at this
intersection for year 2006 (proposed opening year) scenarios. The 2025 Build Saturday peak
hour scenario indicates a need for mitigation to handle background traffic growth occurring after
the proposed 2006 year of opening. At some point after the proposed development opens and the
year 2025, mitigation measures would be required to accommodate all traffic at LOS D or better.
The mitigation measure of adding a northbound right turn lane should provide a LOS D or better
with the assumed background growth out to the year 2025.

Table 11
Operational Analysis - Using Optimized Cycle Length: Intersection 5
County Road B-2 and Northeast Mall Entrance (Southbound Snellin2 Ramp)
Analysis Year Scenario Time Period LOS Average Delay* Max v/c**
and LOS
2004 Existing Weekday PM C 20.3 0.82-C
2006 Baseline Weekday PM B 19.0 0.82-C
2006 Build Weekday PM C 21.4 0.83-C
2025 Baseline Weekday PM C 22.0 0.90-C
2025 Build Weekday PM C 24.9 0.92-D
2004 Existing Saturday Peak C 27.9 0.97-D
2006 Baseline Saturday Peak C 29.1 0.97 -D
2006 Build Saturday Peak C 33.3 1.02-E
2025 Baseline Saturday Peak D 49.3 1.20-F
2025 Build Saturday Peak E 62.1 1.37-F

*Intersection Average Control Delay in seconds per vehicle
**Maximum vlc ratio and corresponding LOS or LOS less than D and maximum vlc ratio on any approach and/or
movement.

PARSDNS

Page 25 of32

Rosedale Mall Expansion Traffic Impact Study
Roseville, MN
