City Council Regular Meeting - 12/20/04
Minutes - Page 8

7.

Consider a Concept to Expand Rosedale Mall, 1600 West
Highway 36 (PF 3608)
City Planner Thomas Paschke introduced the request: a general
concept proposal to expand the Rosedale Mall. It eventually
would entail modification of a planned unit development
agreement. He described the proposed "lifestyle retail center" at
the expanded mall.

Councilmember Schroeder asked for clarification about the
proposed uses on each level in the expansion area. He
questioned whether the "lifestyle" center was a departure from
the in-line-mall concept. He also questioned the proposed
reduction in Rosedale's approved parking ratio from 5 to 4.5
parking spaces per thousand feet of gross leasable space.

Councilmember lhlan asked for clarification of the amendment
process for a planned unit development. She also asked about
the scope of the area that was provided with notice for this case.
(750') She asked for details about the additional retail space
included in the expansion proposal.

Councilmember Kough asked about traffic movement within the
Mall and along County Road B-2. City Planner Thomas Paschke
described meetings with MnDOT, Metro Transit, Ramsey
County and Rosedale relating to traffic issues. He indicated
there were no final solutions at this time.

The applicant was invited to come forward. John Schupp of
Jones, Lay, LaSalle responded to Councilmember Schroeder's
question about the purpose and reason for the "lifestyle retail
center." He responded that convenience was a strong trend in
favor of "lifestyle" centers. Shoppers can park and access the
store they wish to use and then leave. Some shoppers also like
the more distinctive architecture associated with "lifestyle"
centers. He indicated that some retailers are saying they strongly
prefer "lifestyle" formats over an interior mall format.

Councilmember lhlan asked about alternatives to a "lifestyle"
center. Mr. Schupp responded by referring to their market
research supporting a hybrid operation with "lifestyle" retail near
the mall and its large-format anchors.

Concept to Expand
Rosedale Mall
