<br />City Council Special Meeting -12/27/04 <br />Minutes - Page 12 <br /> <br />Mayor Klausing spoke against the motion, noting the dollar <br />amount and implications on staff for land use applications within <br />required time frames, and the need for Council to deter oversight <br />on minutia. <br /> <br />City Manager Beets concurred with Mayor Klausing's concerns <br />regarding time-sensitive actions; and encouraged the City <br />Council to delay further consideration until the January 10, 2005 <br />meeting to allow staff time to prepare a report on impacts and <br />allow for City Council analysis related to existing ordinances and <br />resolutions. <br /> <br />City Attorney Squires concurred with City Manager Beets' <br />comments and potential liability issues. <br /> <br />Klausing moved, Maschka seconded, moving action on the <br />motion until the January 10, 2005 meeting. <br /> <br />Roll Call (to table) <br />Ayes: Maschka and Klausing. <br />Nays: Ihlan, Kough and Schroeder. <br />(Motion failed.) <br /> <br />Councilmember Schroeder withdrew his original motion. <br /> <br />Ihlan moved, Schroeder seconded, a substitute motion identified <br />as "Councilmember Ihlan's Resolution No.3, as amended: <br />"BE IT RESOLVED that the City Council shall in January 2005 <br />undertake consideration for guidelines and controls for hiring <br />professional consulting service expenditures." <br />Councilmember Maschka spoke in opposition to the motion and <br />the negative and inconsistent message sent to staff. <br /> <br />Councilmember Ihlan defended the motion and spoke in support <br />of the motion and the City Council maintaining greater control; <br />and opined that it served as an expression of commitment on the <br />part of the City Council to consider issues in good faith. <br /> <br />Mayor Klausing recommended that the threshold of $500 be <br />removed from the language of the motion. <br />
