<br />City Council Special Meeting - 12/27/04 <br />Minutes - Page 11 <br /> <br />pursue this proposed resolution. <br /> <br />Community Development Director Welsch noted that the <br />professional services represented demographic and data base <br />items and ongoing activities of the department. <br /> <br />Councilmember Ihlan provided a bench handout for her next <br />proposed motion. <br /> <br />Ihlan moved, Kough seconded, adoption of a resolution as <br />follows: <br />"BE IT RESOLVED THAT the City Council shall not authorize <br />payment of any professional consultant expenditures against <br />future tax increment revenue on development projects not finally <br />approved by the council." <br /> <br />rv1ayor Klausing spoke in opposition to the rI1otion, prinlarily <br />based on the procedure used by Councilmember Ihlan in <br />presenting the motion, without benefit of public comment and <br />feedback, or without opportunity for the staff to review and <br />report on implications and the rationale for existing policy. <br />Mayor Klausing reminded the Council of tonight's priority in <br />setting the 2005 Budget and Levy. <br /> <br />Councilmember Kough spoke in support of the motion to restrict <br />future tax increment financing (TIF) and increasing debt. <br /> <br />Councilmember Schroeder spoke against the motion, based on <br />the need for more information and to further explore the impacts. <br /> <br />Roll Call <br /> <br />Ayes: Ihlan and Kough. <br />Nays: Schroeder, Maschka and Klausing. <br />(Motion failed.) <br /> <br />Schroeder moved, Ihlan seconded, adoption of a resolution as <br />follows: <br />"BE IT RESOL VED that professional consulting service <br />expenditures in excess of $500 must be approved and authorized <br />by the City Council before services are provided." <br />
