<br />City Council Special Meeting - 12/27/04 <br />Minutes - Page 15 <br /> <br />the structural deficit problem from reduced state aid. <br />Councilmember Maschka noted that correcting this structural <br />budget problem would put the City in a position to go back to <br />budget increases at inflation or less, as has been the City's <br />historical policy. <br /> <br />Councilmember Ihlan noted her reservations about the budget as <br />previously stated and related to areas not considered for <br />reduction; and opined her desire to restructure the budget itself <br />and the process to determine overall spending priorities and <br />budgetary controls. <br /> <br />Councilmember Schroeder opined his discontent with the <br />accomplishments, or lack thereof, of the Council over the last <br />year throughout the budget process. Councilmember Schroeder <br />further opined that next year, staffs directive should be a zero <br />percent levy increase; with staff accountable for achieving that <br />level or rationale provided as to why it was not achievable. <br />Councilmember Schroeder cited past eliminations of <br />management level positions (assistant department head positions) <br />as good starting points for elimination; and spoke in opposition <br />to the budget as presented and proposed. <br /> <br />Councilmember Kough spoke in opposition to this levy increase <br />and budget; opining his desire to maintain the maintenance <br />position. <br /> <br />Roll Call Vote (2005 Final Tax Levy) <br />Ayes: Ihlan, Maschka and Klausing. <br />Nays: Kough and Schroeder. <br /> <br />[2005 Final Budget] <br />Maschka moved, Ihlan seconded, adoption of Resolution No. <br />10269 entitled, "Resolution Adopting the Final 2005 Annual <br />Budget for the City of Roseville," setting the 2005 Budget at <br />$32,684,430; and eliminating the positions consistent with the <br />final budget: <br />1) Custodian I, eliminated effective February 1,2005; <br />2) Maintenance Worker II, eliminated effective February 1, <br />2005 ; <br />3) Community Service Officers (2 out of 4 total), eliminated <br /> <br />Resolution 10269 <br />Final 2005 <br />Annual Budget <br />
