Councilmember Kough expressed concern regarding recent maintenance contract experiences of the Roseville School District; and spoke in opposition to the motion for elimination of the maintenance position. Mayor Klausing spoke in support of the motion, even though at a higher level than he preferred; recognizing the explanation provided by Councilmember Maschka related to rationale for tonight's budget. Mayor Klausing expressed disappointment in the Council's inability to provide specific proposals, while not being willing to consider recommendations of the City Manager for alternative revenue sources. Councilmember Ihlan spoke in support of the budget with reservations which were more related to the process, rather than the budget. Councilmember Ihlan reiterated her preference for greater controls by the Council; and concurred with Councilmember Kough's recommendation that each department look at cutting across the board during next year's budgeting process, as demonstrated by the Police Department.
