<br />City Council Special Meeting - 12/27/04 <br />Minutes - Page 21 <br /> <br />Roseville to help only a few homeowners didn't seem <br />appropriate, and that other programs and sources were available <br />in the area. <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands noted that the limited applicability of the Housing <br />Replacement Program made it too expensive for the City to take <br />on, even though it was an admirable program. <br /> <br />Mayor Klausing spoke in support of the motion as a reasonable <br />compromise, and encouraged other Councilmembers to support <br />that, noting the need to address housing issues (i.e., rental market <br />and licensing) rather than facing significant increased costs down <br />the road. <br /> <br />Community Development Director Welsch noted that the Y2 levy <br />funding as requested at $234,000 would fund a portion of the <br />formulated study of rental licensing and maintenance programs, <br />with some allocated to staff time and some to outside costs; but <br />that it would not cover actual implementation of such programs. <br /> <br />Chair Majerus assured Councilmembers of the HRA's <br />commitment to communication with the Council throughout the <br />process to achieve consensus. <br /> <br />Councilmember Ihlan opined that this provided an opportunity to <br />decrease the levy load and funding for the HRA; noting she <br />would be voting in opposition to the motion. <br /> <br />Councilmember Kough opined his support of the HRA, but noted <br />his opposition to a levy amount of $234,000. <br /> <br />Roll Call <br />Ayes: Schroeder and Klausing <br />Nays: Ihlan, Kough and Maschka <br />(Motion failed) <br /> <br />Kough moved, Klausing seconded, adoption of Resolution No. <br />10271 entitled, "A Resolution Submitting the Housing and <br />Redevelopment Authority (HRA), in and for the City of <br />Roseville, Special Property Tax Levy on Real Estate to the <br />
