<br />City Council Special Meeting -12/27/04 <br />Minutes - Page 20 <br /> <br />Redevelopment Authority (HRA), in and for the City of <br />Roseville, Special Property Tax Levy on Real Estate to the <br />Ramsey County Auditor for the Fiscal year of 2005," setting the <br />HRA Levy in the amount of $234,000. <br /> <br />Councilmember Kough opined his initiation and support of the <br />HRA, but questioned several of the programs proposed, and <br />whether current census information could be used, rather than <br />implementing additional demographic studies. Councilmember <br />Kough also questioned the allotment of Y2 of Cathy Bennett's <br />time to the HRA. <br /> <br />Community Development Director Dennis Welsch noted that the <br />current census information was six years old, and the City <br />currently experienced an annual turnover of 30% in rental <br />properties. Mr. Welsch noted that Ms. Bennett's time is <br />currently allotted to the HRA at Y2 time just to keep the current <br />programs runnIng. <br /> <br />Councilmember Ihlan cited several higher priorities, given <br />current budget status, that would be more suitable for funding <br />than the HRA, opining that the HRA maintain their current <br />programming with the $85,000 balance, and at a zero levy <br />increase, until the structural deficit was addressed and additional <br />programming could be considered in the future. <br /> <br />Mayor Klausing recognized Councilmember Ihlan's comments <br />as her opposition to the motion. <br /> <br />Ann Berry, 1059 Woodhill Drive <br />Ms. Berry spoke in favor of funding the HRA as requested, <br />opining that it was a very small amount in light of the <br />accomplishments and programs offered by the HRA. Ms. Berry <br />noted the substantial amount of Roseville housing stock that was <br />in poor repair, and was a mandate of the Vista 2000 Committee <br />to allow people to maintain their housing and remain in their <br />own homes. <br /> <br />Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee spoke of the positive accountability achieved by <br />the programs of the HRA, but given the need to tax citizens of <br />
