<br />City Council Special Meeting - 12/27/04 <br />Minutes - Page 8 <br /> <br />Roll Call (Amendment to reduce COLA to 20/0) <br />Ayes: Ihlan, Kough and Schroeder. <br />Nays: Maschka and Klausing. <br /> <br />Roll Call (Motion as amended at 2016) <br />Ayes: Ihlan, Kough and Schroeder <br />Nays: Maschka and Klausing. <br /> <br />Kough moved to not approve a citizen survey in the 2005 budget. <br /> <br />Finance Director Miller clarified that the survey was funded <br />from Cable Franchise Fees, with the last one performed in 1998, <br />and elimination of such would not reduce the levy. <br /> <br />Discussed included funding for such a survey; Communication <br />Fund status and reserves and uses for future replacement of audio <br />and video equipment; <br /> <br />Mayor Klausing sought a second for the motion, Ihlan seconding <br />the motion. <br /> <br />Mayor Klausing spoke against the motion, opInIng that the <br />surveys were of value, but needed to be structured in a more <br />useful way; and suggesting that the survey structure and <br />questions be discussed at a future Council Study Session. <br /> <br />Councilmember Schroeder concurred with the need for the City <br />Council to further consider the design of a community survey at <br />a future Council Study Session. <br /> <br />Roll Call <br />Ayes: Ihlan, Kough and Schroeder. <br />Nays: Maschka and Klausing. <br /> <br />Kough moved, Ihlan seconded, retaInIng the maintenance <br />position in the Parks and Recreation Department for the budget <br />year 2005; and further consider the position at the end of 2005. <br /> <br />Finance Director Miller noted for Council consideration that this <br />action would ultimately increase the proposed budget and levy <br />increase; and cautioned the Council making sustainable, long- <br />
