<br />City Council Special Meeting - 12/27/04 <br />Minutes - Page 9 <br /> <br />term decisions. <br /> <br />Discussion included the status and identity of the position being <br />discussed and its departmental and union status relationship; and <br />job sharing among departments as applicable. <br /> <br />Councilmember Ihlan spoke in favor of the motion to maintain a <br />basic level of public service. <br /> <br />Mayor Klausing spoke against the motion, noting it was not a <br />sustainable decision and negated the savings realized in other <br />budget cuts. <br /> <br />Councilmember Schroeder, noting his desire to retain <br />maintenance staff, recognized that cuts would be more <br />appropriate in higher levels (i.e., assistant director levels), while <br />realizing budget cuts were necessary at this time. <br /> <br />Roll Call (to Restore Maintenance Position) <br />Ayes: Ihlan and Kough. <br />Nays: Schroeder, Maschka and Klausing. <br />(Motion failed.) <br /> <br />Councilmember Ihlan summarized her memo to the City Council <br />dated December 22, 2004 and titled, "Items for Presentation at <br />Special Council Meeting December 27, 2004." <br /> <br />Councilmember Ihlan reiterated her concerns regarding the <br />Council's need to enforce and control the budget, specifically in <br />the area of Economic Development consulting fees, concurring <br />with other Councilmembers comments to review all departments. <br />Councilmember Ihlan cited several research items she had used <br />related to Council authority and liability, and public purpose <br />tests. <br /> <br />Mayor Klausing questioned how Councilmember Ihlan's <br />proposals would impact the 2005 budget, and whether they <br />should be more of a broader policy-related discussion to be held <br />at a later date. <br /> <br />Ihlan moved, Kough seconded, Resolution 1: <br />
