Mayor Kysylyczyn added two (2) items under Public <br />Comment <br />Mayor Kysylyczyn brought to the Council's attention a <br />December 16, 2002 letter received regarding the <br />handicapped accessibility of the facilities at Cederhohn <br />Golf Course; asking that staff follow-up resolve or address <br />any issues for future solutions. <br /> <br />Mayor Kysylyczyn recognized past contributions and <br />recent deaths of two friends of the City of Roseville: Gary <br />Wood, who lived on Lake Owasso and worked with the <br />lake association and City's Police Department; and Bob <br />Retter, President of the Minnesota Taxpayer's League. <br /> <br />II. Review Agenda <br />Mayor Kysylyczyn called for any comments or discussion on <br />the Consent Agenda. There were no comments. <br /> <br />III. Presentations <br /> <br />A. Legal Aspects of City Sign Policy <br />City Attorney Squires reviewed his comments from the <br />bench handout regarding legal aspects of sign regulation in <br />the City. Mr. Squires reviewed the City's existing code <br />(Chapter 1009.02), specifically the various sign <br />designations: advertising; commercial; political; or <br />noncommercial signs. <br /> <br />The request for City Attorney opinion had been prompted <br />by the recent lawn signs entitled, "Save Roseville," placed <br />by the Roseville Concerned Citizens. <br /> <br />Mr. Squires reviewed prohibited signs (1009.03A); and <br />allowed noncommercial signs (1009.01). <br /> <br />It was Mr. Squires' opinion that the signs, as placed, if <br />they were not within right-of-way, would be classified as <br />noncommercial signs.
