<br />Regular City Council Minutes - 1/06/03 <br />Page 4 <br /> <br />Ms. Kough asked that the Roseville Concerned Citizens <br />(RCC) consider the rest of the City and their opinions, <br />suggesting they express their personal opinions by wearing <br />their buttons so as to be less conspicuous. <br /> <br />Ms. Kough further expressed her previous concerns <br />expressed to the Council regarding the RCC's use of city <br />facilities. Ms. Kough spoke of her attendance at a meeting <br />of the RCC to defend comments against her husband, and <br />to listen to discussion regarding Highway 36, ambulance <br />service, and other areas of interest. Ms. Kough stated she <br />was asked to leave the meeting as she wasn't a member. <br />Ms. Kough stated that she made application for <br />membership in the group by registered mail in order to <br />attend their meetings, even though when she applied, the <br />rules she read (dated December 11), stated the rneetings <br />were open to all Roseville residents, she allegedly received <br />a new set of rules (dated December 27), stating that <br />membership was not open to elected officials or anyone <br />having a conflict of interest. Ms. Kough felt these rules <br />were discriminatory for a group claiming to be available <br />for all Roseville residents. <br /> <br />Councilmember Kough commented that Ms. Kough had a <br />good point in that when the Council allowed city facilities <br />to be used by private groups at no charge, they not put the <br />city in any possible litigious situation. <br /> <br />Councilmember Kough addressed the sign issue by stating <br />that the city prohibited garage sale signs after a certain <br />amount of time; and the "Save Roseville" signs were no <br />less intrusive. <br /> <br />Ed Burrell, 87 Mid Oaks Lane <br />Mr. Burrell spoke regarding how City policy is <br />implemented regarding facility use at no cost and alleged <br />exclusion of some residents. <br /> <br />City Attorney Squires responded to the spirit and language <br />of the policy and how staff implemented the policy. <br />
