<br />Regular City Council Minutes 1/06/03 <br />Page 6 <br /> <br />Squires for his review and future comment. <br /> <br />Councilmember Kough stated that he had concerns <br />regarding the free use of City facilities, such as the RCC, <br />if they were restricting open attendance; and encouraged <br />the RCC not to discriminate in their membership. <br /> <br />City Attorney Squires responded to Council concerns, <br />replying that current City code does not have any <br />restrictions regarding membership practices, but that the <br />City has a right to change their policy, but that restrictive <br />uses may cause areas for concern. <br /> <br />Mayor Kysylyczyn provided additional information <br />regarding signs, consisting of a City of Anoka Community <br />Development Department staff report dated July 2, 2002, <br />prompting the amendment of that city's sign ordinance to <br />reflect recent revisions to the State Statute. Mayor <br />Kysylyczyn referred the information to City Attorney <br />Squires, asking that City Attorney Squires and Mr. Brokke <br />review the issue to determine if the City of Roseville's <br />sign ordinance is in compliance with State Statute. <br /> <br />Mayor Kysylyczyn asked specifically that the issues to be <br />reviewed were: <br />1) Political sign issue as related to state law; <br />2) Legality of distance signs need to be from street; <br />3) EEOC policies as related to this issue <br />4) Council Rules and Procedures as they address <br />ordinances and whether an individual <br />Councilmember may request that an ordinance be <br />drafted. <br /> <br />City Attorney Squires asked that he be given an <br />opportunity to review the City's Council Rules and <br />Procedures prior to responding to ordinance drafting <br />requests. <br /> <br />City Manager Beets provided a copy of the Council Rules <br />and Procedures for Mayor Kysylyczyn's reference. <br />
