<br />Regular City Council Minutes - 1/06/03 <br />Page 8 <br /> <br />student representatives on the Parks and Recreation <br />Commission. <br /> <br />City Manager Beets clarified that staff would propose <br />advertising for applications until mid-February of 2003, <br />then return to the City Council for further direction <br />regarding interview and/or appointment process preferred. <br /> <br />Roll Call <br />Ayes: Maschka, Kough, Schroeder, Klausing and <br />Kysylyczyn. <br />Nays: None. <br /> <br />B. Consider Designating a Legal Newspaper for 2003 <br />Kysylyczyn moved, Schroeder seconded, designation of <br />Lillie News (Roseville Review Edition) as the City of <br />Roseville's 2003 Legal Newspaper, contingent upon their <br />meeting the qualifications as a qualified newspaper under <br />Minnesota Statute 331A.01. <br /> <br />City Attorney Squires commented on his review of each <br />newspaper, stating that, while his office had not received a <br />reply from the Sun Focus as to the nature of their business, <br />each appeared to meet requirements to qualify for <br />consideration as a legal newspaper, even through none had <br />a secondary office located in the City of Roseville. Mr. <br />Squires further stated that the City Council has the <br />discretion to select whichever is in the best interest of the <br />City. <br /> <br />Discussion included circulation and distribution concerns <br />among the newspapers under consideration; and <br />alternative notification venues for public notice, including <br />library reference materials, Cable TV, Website and City <br />Hall postings. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Schroeder and Kysylyczyn. <br />Kough, Klausing and Maschka. <br /> <br />Motion failed. <br /> <br />2003 Legal <br />Newspaper <br />Designation <br />
