<br />Regular City Council Minutes - 1/13/03 <br />Page 16 <br /> <br />Councilmember Kough brought forth another option of <br />possible motorcycle patrolmen. <br /> <br />Discussion items included any areas in Roseville that are <br />inaccessible by squads, with Councilmembers citing <br />Reservoir Woods; Acorn Park; Langton Lake; Owasso <br />Hills; and for use for miscellaneous lake rescues); parks not <br />being connected by a pathway system; logistics of <br />transporting the ATV's to needed areas; and limited use of <br />ATV's for personnel, equipment and/or communications. <br /> <br />Chief Sletner provided a bench handout entitled, "Proposed <br />Use of All Terrain Vehicles (ATV's) by the City of <br />Roseville, which further elaborated on the proposed uses by <br />the Police, Parks and Recreation, Fire and Public Works <br />Departments. Chief SIetner further stated that she hears <br />repeated citizen concerns regarding their perceived fear of <br />using the park system, due to lack of security. <br /> <br />Chief Sletner reviewed their concerns, when leaving the <br />pathway, with past evidence of small fires set; under-age <br />drinking; fire pits built; theft from autos in parks, and a <br />lean-to built in one area. <br /> <br />Further discussion included whether other cities were using <br />them; their use by Ramsey and Hennepin County Parks <br />systems; potential accidents; not being licensed for use on <br />City streets; and their environmental and fuel efficiencies. <br /> <br />After further discussion, Mayor Kysylyczyn withdrew his <br />motion. <br /> <br />Kysylyczyn reintroduced the motion, seconded by Kough to <br />reject purchase of two (2) Honda All Terrain Vehicles <br />(ATV's) for the Police Department in the amount of <br />$6,869.87. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Kough, Schroeder, and Kysylyczyn. <br />Klausing and Maschka. <br />
