<br />Regular City Council Minutes - 1/13/03 <br />Page 15 <br /> <br />Vendor Item/Description Amount <br />Honda ATV Two (2) Honda A TV's for Police $6,869.87 <br /> Department <br /> <br />Kysylyczyn moved, Schroeder seconded rejecting of the <br />purchase of two (2) Honda All Terrain Vehicles (ATV's) for <br />the Police Department in the amount of $6,869.87; <br />reappropriating those funds to the Larpenteur Avenue <br />Pathway Proj ect. <br /> <br />Councilmember Klausing spoke against the motion, stating <br />the Police Department intended to use the vehicles for <br />security in the parks. <br /> <br />Councilmember Kough stated that until he had further <br />information on why they were needed he would not be <br />supporting their purchase; was surprised by the request <br />stating that patrol officers should be out on the streets. <br /> <br />Councilmember Maschka asked for comment from Police <br />Chief Carol Sletner. <br /> <br />Mayor Kysylyczyn sought Council comment on how the <br />purchase of A TV's would enhance the City's Police <br />Department. <br /> <br />Councilmember Klausing stated that the A TV's should <br />allow the Police Department into areas not accessible by <br />golf cart, on foot, or in a squad car. <br /> <br />Councilmember Schroeder spoke in opposItIon to the <br />motion regarding reappropriating funds to the Larpenteur <br />Avenue Pathway Project, as he didn't feel it was appropriate <br />to put monies toward pathway construction, until existing <br />pathways receive more maintenance. Councilmember <br />Schroeder stated that he would be against a motion to <br />purchase the A TV's, as some patrolling is currently done by <br />bicycle and most pathways are eight feet (8') wide and built <br />for heavier vehicles, allowing squad car access, and other <br />equipment can be obtained, if necessary, from neighboring <br />communities. <br />
