<br />Regular City Council Minutes - 1/13/03 <br />Page 20 <br /> <br />positions are necessary, and in order to allow time for the <br />Council to digest the information provided by City Attorney <br />Anderson. <br /> <br />Councilmember Kough rescinded his second to the motion, <br />concurring that the item be put on the agenda for the next <br />regular Council meeting. <br /> <br />Councilmember Schroeder asked for clarification on <br />whether bonuses or other rewards were considered <br />appropriate for public employees. <br /> <br />City Attorney Scott responded that because of the City <br />being a public entity, compensation is fixed due to the <br />nature of public funds. Mr. Scott stated that there were <br />numerous existing opinions, from the State's Attorney <br />General and others, regarding the classification of "gifts," <br />unless they were part of contractual negotiations. <br /> <br />Mayor Kysylyczyn directed City Attorney Anderson to <br />provide additional information regarding alleged <br />inappropriate authority in the position of the Assistant <br />Public Works Director. <br /> <br />Reconsideration of 2003 Legal Newspaper Designation <br />Mayor Kysylyczyn brought to the Council's attention his <br />receipt of a fax that afternoon from the Roseville Review, <br />asking for reconsideration of the 2003 legal newspaper <br />designation, as the Roseville Review had the lowest price of <br />those considered. <br /> <br />Kysylyczyn moved, Schroeder seconded a motion, pending <br />approval of the City Attorney, to adopt the Lillie Suburban's <br />Roseville Review as the City's official 2003 legal <br />newspaper. <br /> <br />There was no consensus among Councilmembers regarding <br />the bidding process for the annual newspaper designation. <br />
