<br />Proposed Use of All Terrain Vehicles (A TV's) by the City of Roseville <br /> <br />Since the early 1990's the police department has explored the possibility of <br />utilizing all terrain vehicles as an additional tool, giving us better access to <br />remote off-street and pathway areas of the current park system. At this time it is <br />difficult to make law enforcement contacts in the parks since we are confined to <br />utilizing existing paved pathways, realizing many areas of our parks are not easily <br />accessible by motor vehicle. Our experience has shown illegal activity normally <br />occurs in areas of the parks far off the paved pathways. By using the A TV's we <br />would be able to gain access to those areas, making pro-active citizen and <br />enforcement contact. <br /> <br />In discussions with other city supervisors, they too have agreed the A TV's could <br />also benefit their departments. The following is a short list of ideas on how A TV's <br />could be utilized by City of Roseville employees and personnel. <br /> <br />POLICE DEPARTMENT <br /> <br />. A TV's would be utilized to transport personnel, equipment and/or supplies to a <br />remote/wooded crime scene not easily accessible by motor vehicle. <br /> <br />. A TV's could be used in emergency disaster situations. The A TV would allow <br />officers to access areas not accessible (due to debris, fallen trees, etc.) by our <br />larger profile vehicles. <br /> <br />. A TV's are more fuel efficient then regular vehicles and can traverse areas where <br />squad cars, trucks and other vehicles cannot. They are adaptable at moving on <br />both paved and unpaved areas. They can easily drive from pavement to ground <br />when traveling on pathways congested with foot, bicycle and rollerblade traffic. <br /> <br />. A TV's would work well for traffic and crowd control at the several annual events <br />such as Family Night Out, Rosefest, Run for the Roses, 623 Run/VValk, the 4th of <br />July Fireworks, etc. <br /> <br />. An A TV could be used for the Crime Impact Team Auto Theft Details and for <br />better surveillance in the Roseville park system. The police department would <br />take a pro-active stance by utilizing this type of vehicle, since it allows us to <br />patrol and take enforcement action in areas well off the current pathway system. <br />Also, the use of the A TV's in larger parks such as Acorn Park, Central Park, <br />Reservoir Woods, etc. would improve overall patrol coverage. <br />
