<br />Regular City Council Minutes - 1/13/03 <br />Page 8 <br /> <br />improvements. <br /> <br />Public Works Director Duane Schwartz summarized two (2) <br />methods of project delivery available to the City under <br />existing bidding laws: design/bid/build, which is the <br />common general contracting method; and agency <br />construction management. <br /> <br />Mr. Schwartz advised that an interview team consisting of <br />the City Manager, Mr. Schwartz, Police Chief Sletner, <br />Police Lt. Rick Mathwig, Finance Director Miller, Chief <br />Code Enforcement Official Munson, and Duane Kell of the <br />architectural team, Ankeny Kell Architects, interviewed five <br />(5) potential firms for consideration as construction manager <br />for the proj ect. <br /> <br />Mr. Schwartz provided comparison information on each <br />firm, including the company name, type of firm, recent <br />experience, approach, key personnel and their estimated fee. <br /> <br />Mr. Schwartz advised that the consensus of the interview <br />team was that the construction firms were better suited to <br />handle the complex phasing for this type of project which <br />would impact the public, staff and City Hall operations <br />during the construction period. <br /> <br />Mr. Schwartz stated that, the interview team, after <br />substantial deliberation, was recommending the firm of <br />McGough Construction for Council consideration, citing <br />thiers as the lowest estimate of the three contractor firms, <br />and the professional staff available with substantial <br />experience in this type of project. <br /> <br />Mr. Schwartz advised that representatives of McGough <br />Construction, as well as Ankeny Kell Architects were in <br />attendance at tonight's meeting for any questions or <br />additional information needed by the Council. <br /> <br />Discussion included identifying the different relationships in <br />the two (2) methods and which was the more cost-effective; <br />
