<br />Regular City Council Minutes - 1/27/03 <br />Page 12 <br /> <br />brainstormed about the potential for another option, as a <br />majority of the properties affected were commercial, in <br />establishing a Special Service District (SSD), and whether <br />that would be possible funding mechanism and feasible for <br />this project, and whether establishment could fit in the <br />County's bidding and construction timeframe. <br /> <br />Councilmember Klausing questioned whether, given the <br />stage of the budget cycle, there were any alternatives to <br />the CRFS if the project were to proceed. <br /> <br />Mayor Kysylyczyn sought Council consensus regarding <br />investigating a Special Services District (SSD). <br /> <br />Councilmember Klausing suggested that, if Council were <br />not required to take action at this meeting, could the City <br />Attorney and staff provide a report to the Council on the <br />feasibility of establishing an SSD, the timeline and <br />associated costs for discussion at their next meeting to <br />determine which option is best. <br /> <br />Mayor Kysylyczyn cautioned Councilmembers to be <br />aware of the possibility of not being able to meet the <br />statutory requirements and timeframes; but encouraged <br />Councilmembers to expand their vision for the City. <br /> <br />Mayor Kysylyczyn outlined his personal vision would be <br />to organize all business properties within the conununity <br />into SSD's to provide amenities, such as transportation <br />and overall improvements throughout the City. <br /> <br />Mayor Kysylyczyn spoke in favor of pursuing the project <br />in order to take advantage of this opportunity, which <br />wouldn't be repeated for at least another fifty (50) years; <br />and further stated that, comments from residents indicated <br />that the power poles were unsightly, in addition to <br />repeated power outages within the community from <br />squirrels, which would not be an issue with underground <br />lines. <br /> <br />Mayor Kysylyczyn encouraged consideration of <br />
