Regular City Council Minutes -1/27/03 Page 2 III. Presentations A. Pathway Snow Plowing Practices Parks and Recreation Director Lonnie Brokke reviewed with the Council the pathway plowing procedures for clearing snow from City pathways. He noted that a goal of clearing +2" snowfalls within twenty-four (24) hours, based on a no-bare-pavement standard. Mr. Brold<e observed that Roseville's procedures are substantially similar to those in other communities. Councilmell1ber Maschka asked about equipment and code enforcement issues. Councilmember Schroeder commented about sand and salt, and good staff work at Acorn Park. Councilmember Schroeder asked about "safe paven1ent" conditions. Councilmember Maschka asked about the legal consequences of defining a "safe pavement" condition. Mayor Kysylyczyn stated that the City was not meeting community expectations; that our pathway and plowing standards could improve; and he wasn't concerned with what other communities were doing. Mayor Kysylyczyn noted at this time for the minutes that the audio only was working for the Roseville Local Development Corporation meeting, and that there were no overheads displayed. The City Attorney had indicated that this did not present a legal difficulty. B. Funding for Reconstructing Existing Pathways and Constructing New Pathways Councilmen1ber Klausing spoke in favor of a Larpenteur Pathway segment and the federal and County funding available if the City would contribute some seed money.
