Pathway Snow Plowing Practices <br />Parks and Recreation Director Lonnie Brokke reviewed <br />with the Council the pathway plowing procedures for <br />clearing snow from City pathways. He noted that a goal <br />of clearing +2" snowfalls within twenty-four (24) hours, <br />based on a no-bare-pavement standard. Mr. Brold<e <br />observed that Roseville's procedures are substantially <br />similar to those in other communities. <br /> <br />Councilmell1ber Maschka asked about equipment and code <br />enforcement issues. <br /> <br />Councilmember Schroeder commented about sand and <br />salt, and good staff work at Acorn Park. Councilmember <br />Schroeder asked about "safe paven1ent" conditions. <br /> <br />Councilmember Maschka asked about the legal <br />consequences of defining a "safe pavement" condition. <br /> <br />Mayor Kysylyczyn stated that the City was not meeting <br />community expectations; that our pathway and plowing <br />standards could improve; and he wasn't concerned with <br />what other communities were doing. <br /> <br />Mayor Kysylyczyn noted at this time for the minutes that <br />the audio only was working for the Roseville Local <br />Development Corporation meeting, and that there were no <br />overheads displayed. The City Attorney had indicated that <br />this did not present a legal difficulty. <br /> <br />B. Funding for Reconstructing Existing Pathways and <br />Constructing New Pathways <br />Councilmen1ber Klausing spoke in favor of a Larpenteur <br />Pathway segment and the federal and County funding <br />available if the City would contribute some seed money. <br /> <br />Public Works Director Duane Schwartz reviewed the <br />City's pathway reconstruction maintenance program, <br />stating that since 1999 ten (10) n1iles of pathway <br /> <br />Presentations <br /> <br />Pathway Snow <br />Plowing Practices <br /> <br />Pathway Funding <br />
