<br />Regular City Council Minutes -1/27/03 <br />Page 9 <br /> <br />previously requested by Council regarding franchise fee <br />revenues. <br /> <br />Council heard public comment at this time: <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands stated that, if the City couldn't get rid of the <br />overhead lattice transmission line, he was not supportive <br />of a CRFS; and was opposed to activating an electric <br />franchise fee in the City as they seemed to perpetuate <br />themselves. Mr. Sands asked that, should the City wish to <br />do undergrounding of lines, they do so upfront through <br />taxes. <br /> <br />Mayor Kysylyczyn clarified that the action tonight was not <br />discussing a franchise fee; that the CRFS process was only <br />a few n10nths old, with no historical information available. <br /> <br />Councilmember Maschka clarified with staff and Ms. <br />Jurich that the CRFS estinlated scope was estimated at <br />$1.04/month over thirteen (13) months for residential <br />customers to accommodate the updated scoping estimate <br />for additional cost of under grounding distribution lines <br />rather than simply replacement and relocation of wooden <br />poles at $245,500. <br /> <br />Councilmember Maschka confirmed with staff and Ms. <br />Jurich that the second issue of whether to switch fronl <br />derrick to monopole towers for the transmission lines was <br />where the three-percent (3 %) franchise fee concept <br />originated as a potential funding source. <br /> <br />Councilmember Kough expressed his opposition to the <br />CRFS, stating his lack of support for undergrounding <br />throughout the City unless it was in a new development <br />area; and that he couldn't support it simply for cosnletic <br />purposes. <br /> <br />Public Works Director Schwartz clarified that the <br />discussion was regarding the wooden poles, not the lattice <br />towers. <br />
