<br />Regular City Council Minutes - 2/3/03 <br />Page 7 <br /> <br />could not be found to identity the original intent of the <br />program. <br /> <br />Mr. Miller advised that staff had utilized available <br />electronic and paper search systems, and were not able to <br />locate Council action enacting the program, or Council <br />review of the program over the last twenty years. <br /> <br />Mayor Kysylyczyn questioned whether the original policy <br />instituting the program was in line with the City's current <br />Mission Statement. <br /> <br />Further discussion included when city water first became <br />available rather than private wells (approximately 1965); <br />type of means test for proper administration; disability <br />considerations, as well as age-based programs; ability for <br />staff to identify the geographic location of those <br />residences receiving the discount to determine the housing <br />stock, gender and home valuation data; administrative <br />costs; accountability to determine abuses of the program; <br />and timing of program changes for public information. <br /> <br />Mayor Kysylyczyn spoke to identifying the City's Mission <br />related to a connection in continuing this progran1; and <br />whether it fit with the scope and responsibility of City <br />government to provide social service programs on a city <br />level. <br /> <br />Klausing moved, Kysylyczyn seconded to refer the issue <br />of the Senior Discount Program to the Public Works and <br />Transportation Commission for study, with consideration <br />of the following issues and other pertinent issues, followed <br />by a recommendation to the City Council at a future date. <br />1) Is this something the City should be doing; <br />2) Determine whether other municipalities have a <br />similar program and how those programs are <br />administered; <br />3) Cost ramifications, and consideration of geographic <br />areas; <br />4) Review of appropriate "means" testing <br />
