Legal Newspaper Reselection <br />City Attorney Squires addressed past discussion and the <br />written legal opinion from City Attorney Anderson dated <br />January 27, 2003 regarding legal and practical issues in <br />the selection of the 2003 official legal newspaper for the <br />City of Roseville. <br /> <br />Kysylyczyn moved, Schroeder seconded authorizing staff <br />to re-open the Request for Proposals (RFP) process, <br />identifying four (4) newspapers as previously considered, <br />in addition to the Spokesman Recorder and the St. Paul <br />Legal Ledger, as well as other potential legal newspapers. <br /> <br />Mayor Kysylyczyn explained his rationale for including <br />additional newspapers in the RFP process, identifying the <br />newspapers as having recently submitted bids to the <br />Ramsey County Board for consideration as their legal <br />newspaper. <br /> <br />Councilmember Kough spoke against the motion, opining <br />that the previous process was submitted in a timely <br />fashion, and questioned how the Council could go back on <br />their original motion; expressing his support of the St. <br />Paul Pioneer Press bid and suggesting other papers would <br />have an opportunity in 2004 for consideration. <br /> <br />Councilmember Schroeder sought City Attorney Squires' <br />legal opinion as to whether a contract existed between the <br />City and the Pioneer Press. <br />City Attorney Squires responded by using the opinion of <br />City Attorney Anderson in his letter, identifying the <br />existing opinion of the State's Attorney General.
