<br />Regular City Council Minutes - 2/10/03 <br />Page 11 <br /> <br />this County reconstruction project on a City street and the <br />opportunities presented at this time and with future County <br />reconstruction projects within the City limits; the <br />$750,000 in taxpayer monies allotted for streetscape <br />improvements, stating it doesn't make sense to leave <br />wooden power poles up when attempting to make more <br />aesthetically pleasing. <br /> <br />Mayor Kysylyczyn reviewed with Public Works Director <br />Schwartz the special assessments for the project; with Mr. <br />Schwartz estimating that the twenty-five percent (25%) <br />city portion of the project would include approximately <br />ten percent (10%) to the affected businesses. <br /> <br />Mayor Kysylyczyn reiterated that this tax amount was <br />lower than that paid in residential neighborhoods, and <br />encouraged proceeding with the undergrounding. <br /> <br />Councilmember Kough reminded Councilmembers of that <br />this was an aging community on fixed incomes, stating <br />residents would realize a hardship paying for a CRFS. <br /> <br />Mayor Kysylyczyn sought Council consensus for an <br />assessment on conlll1ercial properties along the County <br />Road C corridor that would be benefiting from the project, <br />as a funding source. <br /> <br />Councilmembers Kough and Schroeder continued their <br />stance of opposition to the undergrounding, stating a <br />variety of reasons. <br /> <br />Councilmember Maschka stated that, even tough he could <br />support the undergrounding except for the cost, the City <br />still accommodated that derricks, which he opined were <br />the real aesthetic issue. Councilmember Maschka <br />questioned what the City was accomplishing for the <br />expenditure, stating that if the Council were to pursue city- <br />wide undergrounding, the Council needed to have an <br />established policy, a review of major arties, and receive <br />substantial public input.
