Regular City Council Minutes - 2/10/03 Page 11 this County reconstruction project on a City street and the opportunities presented at this time and with future County reconstruction projects within the City limits; the $750,000 in taxpayer monies allotted for streetscape improvements, stating it doesn't make sense to leave wooden power poles up when attempting to make more aesthetically pleasing. Mayor Kysylyczyn reviewed with Public Works Director Schwartz the special assessments for the project; with Mr. Schwartz estimating that the twenty-five percent (25%) city portion of the project would include approximately ten percent (10%) to the affected businesses. Mayor Kysylyczyn reiterated that this tax amount was lower than that paid in residential neighborhoods, and encouraged proceeding with the undergrounding. Councilmember Kough reminded Councilmembers of that this was an aging community on fixed incomes, stating residents would realize a hardship paying for a CRFS. Mayor Kysylyczyn sought Council consensus for an assessment on conlll1ercial properties along the County Road C corridor that would be benefiting from the project, as a funding source. Councilmembers Kough and Schroeder continued their stance of opposition to the undergrounding, stating a variety of reasons. Councilmember Maschka stated that, even tough he could support the undergrounding except for the cost, the City still accommodated that derricks, which he opined were the real aesthetic issue. Councilmember Maschka questioned what the City was accomplishing for the expenditure, stating that if the Council were to pursue city- wide undergrounding, the Council needed to have an established policy, a review of major arties, and receive substantial public input.
