<br />Regular City Council Minutes - 2110/03 <br />Page 10 <br /> <br />Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee advised of another community with which <br />she was familiar, in which they undergrounded when they <br />redid streets, and any homeowner who requested a <br />building permit in excess of $10,000 had to include in that <br />fee a fee for undergrounding to their home. Ms. McGehee <br />concurred with Mr. Sands' and Mr. Rowe's comments <br />regarding Councilmembers needing to give this further <br />consideration. <br /> <br />Councilmember Schroeder opined against burying poles; <br />stating it was not an appropriate expenditure and didn't <br />agree with spreading it across all residents. <br />Councilmember Schroeder suggested that, if business <br />owners wanted to pay for undergrounding. <br />Councilmember Schroeder stated that, if the City had <br />excess funds, he would prefer to put it toward additional <br />patrols for the Police Department rather than <br />undergrounding power lines. <br /> <br />Councilmember Klausing spoke in favor of the motion; <br />expressing concern that it was not a clear choice. <br />Councilmember Klausing stated that he had been the <br />recipient of numerous e-mails from residents against <br />undergrounding, but after having done more research and <br />in consideration of the long-term results achieved, he was <br />lead to believe that undergrounding for this project was in <br />the best interest of the community. Councilmember <br />Klausing stated that monies in City Reserve Funds were <br />still taxpayer monies, coming from all residents; that the <br />project did have an overall community impact; concurred <br />with comments that Council and staff needed to discuss <br />and initiate an overall policy for future reference; and <br />expressed his realization after requesting the additional <br />information on the SSD's that it would not be a viable <br />option for this project due to the cumbersome timing. <br /> <br />Mayor Kysylyczyn spoke regarding fiscal disparities with <br />the City only receiving two-thirds of taxpayer monies, <br />with the other one-third used for fiscal disparities; the <br />availability of 100% of CRFS monies; the dynamics of <br />
