<br />Regular City Council Minutes - 2110/03 <br />Page 14 <br /> <br />I General Fund Reserves <br /> <br />40,000 I <br /> <br />Public Works Director Duane Schwartz and Debra Bloom <br />were other staff members who reviewed this proj ect, and <br />were available for Council questions. <br /> <br />Discussion included conservative bid estimates of $40,000 <br />with bids anticipated to come in lower; width of pathway <br />and material preference (i.e., bituminous or concrete). <br /> <br />Mr. Randy D. Neprash, 1276 Eldridge Avenue <br />Mr. N eprash had served on the Trails Commission and <br />was present to respond to previously asked questions of <br />Mayor Kysylyczyn and Councilmembers. A copy of Mr. <br />Neprash's comments via E-mail was included with the <br />Staff Report dated February 10,2003. <br /> <br />Points identified by Mr. Neprash included: <br />1) Trails Commission had a very specific charge at the <br />time of their appointment: priorities in pathways and <br />trails; and were specifically instructed that the City <br />Council would not appreciate any deviation from <br />their specific charge (i.e., budgetary considerations). <br />Mr. Neprash recommended that the Council not <br />limit the realm of research and comment with future <br />Commission appointments and charges. <br />2) The Commission's recommendation for locating the <br />pathway on the north side of the street where there <br />were no homeowners was a practical consideration <br />regarding maintenance in providing as much <br />separation as possible between the pathway and <br />roadway for snow storage. Mr. Neprash concurred <br />with Councilmember Schroeder's concerns <br />regarding snow clearing and maintenance <br />requirements over the pathway's extended life. <br />3) Mr. Neprash responded to Mayor Kysylyczyn's <br />concerns regarding stewardship of taxpayer money <br />in the City of Roseville seeking federal and/or <br />county funding, even though the funds would be <br />expended elsewhere.
