<br />Regular City Council Minutes - 2/10/03 <br />Page 15 <br /> <br />his understanding of the reason for its creation, was <br />to make Roseville more competitive in the funding <br />process for grant proceeds for these types of <br />projects. <br /> <br />Mayor Kysylyczyn expressed his apprecIatIon to Mr. <br />Neprash for taking time to respond with informative and <br />timely information; and recognized the need for <br />Councilmembers to clarify with future task force <br />volunteers the need to look at the big picture. <br /> <br />Mayor Kysylyczyn specifically addressed future pathway <br />considerations to include safety issues; use of federal and <br />county tax monies; and infrastructure priorities for <br />pathway construction, locations, connections and overall <br />manpower and equipment maintenance costs on a long- <br />term basis. <br /> <br />Klausing moved, Mayor seconded amendment of the <br />2003 Budget for pathway construction by $40,000 from <br />the Operational Savings Fundfor the construction of the <br />Larpenteur Avenue Pathway; and if sufficient monies <br />from the Operational Savings Fund are not available, <br />funding would be provided from the Infrastructure <br />Replacement Fund in an amount not to exceed $40,000 <br />as a one-time only funding source. <br /> <br />Councilmember Klausing spoke in favor of the motion and <br />rationale for suggesting using the Infrastructure <br />Replacement Fund, and also that the Operational Savings <br />Fund resources were due to savings from fewer <br />snowplowing hours this winter to-date. Councilmember <br />Klausing addressed the maintenance concerns of <br />Councilmember Schroeder being more easily attained <br />through the beneficial plowing loop created with this <br />pathway construction. Councilmember Klausing urged <br />Councilmembers concurrence in completing this portion <br />of the project while funding was available from sources <br />other than only City funds. <br /> <br />Councilmember Schroeder spoke against the motion, <br />
