<br />TIMELINE FOR ESTABLISHING A SPECIAL SERVICE DISTRICT <br /> <br />Date <br /> <br />Action <br /> <br />February 10, 2003 <br /> <br />City Council votes to adopt a special service district. <br /> <br />February 24, 2003 <br /> <br />Staff to propose area to be included in service district <br />(two weeks from Council vote). <br /> <br />March 10, 2003 <br /> <br />Property owners file petition with City Clerk <br />requesting a public hearing as required under 428A.08 <br />(two weeks from staff proposal). <br /> <br />March 11, 2003 <br /> <br />First publication of notice in official newspaper as <br />required by ~ 428A.02 & ~ 428A.03. <br /> <br />Notice must include the time and place of the hearing, <br />a map showing the boundaries of the proposed district, <br />and a statement that all persons owning property in the <br />proposed district that would be subject to a service <br />charge will be given opportunity to be heard at the <br />hearing. <br /> <br />Notice must include the estimated costs of the <br />improvements and the amount of the proposed service <br />charge. If the ordinance will impose a service ,charge <br />for more than one year, the Council must also follovv <br />the additional notice requirements under ~ 428A.l O. <br /> <br />March 25, 2003 <br /> <br />Second notice publication in official newspaper (2 <br />weeks from first publication). <br /> <br />March 20, 2003 <br /> <br />Notice mailed to all property owners within proposed <br />district (at least 10 days prior to date of hearing). <br /> <br />1 <br />
