The hearing may be adjourned from time to time, and the ordinance establishing the district may be adopted at any time within six months after the date of the conclusion of the hearing by a vote of the majority of the governing body of the city. 9 428A.02, subd. 2. 10. The ordinance adopted must have an effective date at least 45 days after adoption. A summary of the ordinance must be mailed within five days of adoption to the same property owners in the district notified of the hearing. The notice must also state that 35 percent or more of the affected property owners may veto the ordinance by filing an objection with the city clerk prior to the effective date of the ordinance. 9428A.09 11.
