The governing body must make a determination on the <br />objection within 30 days of filing. The owner may appeal the council's <br />determination to district court. 9 428A.02, subd. 4 & 5. <br /> <br />9. The hearing may be adjourned from time to time, and the ordinance <br />establishing the district may be adopted at any time within six months after the <br />date of the conclusion of the hearing by a vote of the majority of the governing <br />body of the city. 9 428A.02, subd. 2. <br /> <br />10. The ordinance adopted must have an effective date at least 45 days after <br />adoption. A summary of the ordinance must be mailed within five days of <br />adoption to the same property owners in the district notified of the hearing. The <br />notice must also state that 35 percent or more of the affected property owners <br />may veto the ordinance by filing an objection with the city clerk prior to the <br />effective date of the ordinance. 9428A.09 <br /> <br />11. The City must file a copy of the ordinance with the commissioner of revenue <br />within 30 days of its adoption. 9 428A.02, subd. 1. <br /> <br />12. The city council may create an advisory board. Before the adoption of any <br />proposal by the governing body to provide services or impose service charges <br />within the district, the advisory board, if created, must have the opportunity to <br />review and comment on the proposal. 9 428.07. <br /> <br />13. The City Council may issue bonds in the amount it deems necessary to defray <br />in whole or in part the expense incurred and estimated to be incurred in making <br />the improvement.
