<br />Regular City Council Minutes - 2/24/03 <br />Page 2 <br /> <br />Mr. Schwartz reviewed preliminary cost for the <br />construction; reassuring the Council that the project would <br />be on time and on budget. <br /> <br />Ms. Pam Anderson of Ankeny/Kell Architects described <br />changes to the site. She talked about changes to the <br />parking lots, to the Public Works maintenance yard, and to <br />Civic Center Drive. Ms. Anderson reviewed the <br />preliminary building design for the Public Works <br />maintenance facility. The revised building would include <br />public meeting areas; a revised vehicle maintenance area; <br />and work areas. <br /> <br />Ms. Anderson then summarized the proposed new Police <br />Department area. The plan includes a new Emergency <br />Operations Center that could also be used by the public; a <br />new entry lobby; new detention area; SaIne upper level <br />garages; underground parking; and a defensive tactics <br />training area. <br /> <br />In response to questions from Councilmember Klausing, <br />Ms. Anderson described the sally port area. <br /> <br />Councilmember Kough talked about car washing in the <br />underground parking area; "Welcome to Roseville" signs; <br />and the firing range. <br /> <br />Mark Wentzell of Ankenny/Kell Architects talked about <br />the building image. Mr. Wentzell mentioned various front <br />door treatments; the lobby space; and possible brick <br />colors. Mr. Wentzell also discussed ways to tie design <br />elements together. <br /> <br />Mr. Schwartz then discussed some design challenges and <br />sought Council direction. He mentioned potentially <br />putting the Parks and Recreation Department by the front <br />door, with Public Works Administration moving to the <br />lower level. Mr. Schwartz mentioned the challenge of <br />Americans with Disabilities Act (ADA) compliance <br />respecting the Council Chambers and restroom facilities. <br />
