Regular City Council Minutes - 3/10/03
Page 26

the staff recommendations in the report dated March 10,
2003.

Councilmember Schroeder stated it was his understanding
that the motion was to determine contract approval or
denial now.

City Attorney Anderson clarified that his previous
comments had apparently been taken out of context
regarding his response to a potential motion to approve or
deny the contract, and in what context new terms should
be discussed (i.e., negotiation strategy in closed session).
Mr. Anderson stated that was the motion previously before
the Council at the March 10, 2003 meeting.

Mayor Kysylyczyn strongly opposed the process of
making amendments to a contract, after the Union had
voted on the present offer; reiterating that if the Council
did not like the contract as presented, it needed to vote it
down, meet in Executive Session, and make a counter-
offer.

Councilmember Maschka reiterated his posItIon that he
was attempting to avoid any contentious situations with
employees, and the amendment was requested to a
contract negotiated prior to the current economic situation,
in consideration of the significant financial situation facing
the city and state at this time; but didn't require that the
entire contract be denied.

Continuing discussion ensued with no consensus on the
process.

Klausing moved, Maschka seconded a motion to continue
this item until the March 31, 2003 regular City Council
meeting, to allow for additional discussions with Local 49
regarding a limited wage renegotiation clause.

Ayes:

Roll Call
Klausing and Maschka.
