<br />Regular City Council Minutes - 3/10/03 <br />Page 26 <br /> <br />the staff recommendations in the report dated March 10, <br />2003. <br /> <br />Councilmember Schroeder stated it was his understanding <br />that the motion was to determine contract approval or <br />denial now. <br /> <br />City Attorney Anderson clarified that his previous <br />comments had apparently been taken out of context <br />regarding his response to a potential motion to approve or <br />deny the contract, and in what context new terms should <br />be discussed (i.e., negotiation strategy in closed session). <br />Mr. Anderson stated that was the motion previously before <br />the Council at the March 10, 2003 meeting. <br /> <br />Mayor Kysylyczyn strongly opposed the process of <br />making amendments to a contract, after the Union had <br />voted on the present offer; reiterating that if the Council <br />did not like the contract as presented, it needed to vote it <br />down, meet in Executive Session, and make a counter- <br />offer. <br /> <br />Councilmember Maschka reiterated his posItIon that he <br />was attempting to avoid any contentious situations with <br />employees, and the amendment was requested to a <br />contract negotiated prior to the current economic situation, <br />in consideration of the significant financial situation facing <br />the city and state at this time; but didn't require that the <br />entire contract be denied. <br /> <br />Continuing discussion ensued with no consensus on the <br />process. <br /> <br />Klausing moved, Maschka seconded a motion to continue <br />this item until the March 31, 2003 regular City Council <br />meeting, to allow for additional discussions with Local 49 <br />regarding a limited wage renegotiation clause. <br /> <br />Ayes: <br /> <br />Roll Call <br />Klausing and Maschka. <br />
