<br />Regular City Council Minutes - 3/1 0/03 <br />Page 25 <br /> <br />standing behind Police Chief Sletner's recommendations <br />regarding the firing range and the use policy <br />recommended by staff. Mayor Kysylyczyn further stated <br />that the Ramsey County decision may be too late to <br />consider; but that Police Chief Sletner brought forward <br />good arguments regarding the use policy, stating that the <br />City would spend more money, time and effort trying to <br />put together a policy and make it work to allow private <br />individuals to come in, than what the City could <br />recuperate in monies. <br /> <br />Councilmember Klausing opined that Council could defer <br />to staff to fine tune the facility designs and keep them <br />informed; that the Council set policy, and voters approved <br />the overall general concept plan. <br /> <br />Mayor Kysylyczyn reiterated his COnCelTI that if the City <br />were going to pursue a contract with Ramsey County, <br />there was not need to invest in a firing range in the <br />proposed public works facility; and that upcoming <br />decisions would be required in order to trim the budget for <br />the proj ect. <br /> <br />Councilmembers Klausing and Maschka concurred in <br />deferred to staff to continue negotiations with Ramsey <br />County in order to provide information for a City Council <br />decision early enough in the design process. <br /> <br />Mayor Kysylyczyn questioned, and Project Manager <br />Duane Schwartz clarified, that staff had adequate direction <br />from the Council to move forward, and meet the necessary <br />timetable. <br /> <br />C. International Union of Operating Engineers Local No. <br />49 Contract <br />Kysylyczyn moved, Maschka seconded continuation of the <br />motion regarding the contract between the City of <br />Roseville and International Union of Operating Engineers <br />Local No. 49 Contract. <br /> <br />Councilmember Klausing questioned the motion in lieu of <br /> <br />International Union <br />of Operating <br />Engineers Local <br />No. 49 Contract <br />
