Regular City Council Minutes - 3/1 0/03 Page 25 standing behind Police Chief Sletner's recommendations regarding the firing range and the use policy recommended by staff. Mayor Kysylyczyn further stated that the Ramsey County decision may be too late to consider; but that Police Chief Sletner brought forward good arguments regarding the use policy, stating that the City would spend more money, time and effort trying to put together a policy and make it work to allow private individuals to come in, than what the City could recuperate in monies. Councilmember Klausing opined that Council could defer to staff to fine tune the facility designs and keep them informed; that the Council set policy, and voters approved the overall general concept plan. Mayor Kysylyczyn reiterated his COnCelTI that if the City were going to pursue a contract with Ramsey County, there was not need to invest in a firing range in the proposed public works facility; and that upcoming decisions would be required in order to trim the budget for the proj ect. Councilmembers Klausing and Maschka concurred in deferred to staff to continue negotiations with Ramsey County in order to provide information for a City Council decision early enough in the design process. Mayor Kysylyczyn questioned, and Project Manager Duane Schwartz clarified, that staff had adequate direction from the Council to move forward, and meet the necessary timetable. C. International Union of Operating Engineers Local No. 49 Contract Kysylyczyn moved, Maschka seconded continuation of the motion regarding the contract between the City of Roseville and International Union of Operating Engineers Local No. 49 Contract.
