<br />Regular City Council Minutes - 3/17/03 <br />Page 14 <br /> <br />locations where an existing bench was located; the annual <br />permitting process for benches; and Council intent for <br />future reference. <br /> <br />City Attorney Anderson stated that he wanted to review <br />Sections C and D of Ordinance No. 1267 before offering <br />further comment. <br /> <br />City Manager Beets addressed several issues related to the <br />requested action. <br />1) Mr. Beets sought to clarify that staff <br />recommendations were based on the intent to focus <br />on providing amenities for those using public <br />transportation with an effort to increase the number <br />of benches and shelters to serve the riders; and that <br />while selling advertising allowed that opportunity; it <br />would be inappropriate for the City to concentrate <br />on being in the business of providing advertising <br />opportunities. <br />2) Recommended a future "transit summit" in order to <br />invite representatives of U. S. Bench and Outdoor <br />Promotions to discuss cooperative opportunities; <br />requiring clear Council direction on whether it <br />intended to allow shelters and benches to be co- <br />located. <br />3) Council direction on whether they wanted to change <br />the annual permitting of benches to perhaps <br />consider a separate franchise ordinance; or to <br />continue with the annual permit of$25.00. <br /> <br />Acting Mayor Kough offered his support for benches, but <br />didn't support locating benches and shelters together; and <br />would prefer a franchise ordinance for benches similar to <br />the proposed shelter ordinance. <br /> <br />Mr. Danielson expressed concern for any change in the <br />City's current practice, stating his company's preference <br />for an annual permit process, providing review by the City <br />and accountability on their company's part. <br /> <br />Councilmember Klausing responded to City Manager <br />
