<br />Regular City Council Minutes - 3/17/03 <br />Page 6 <br /> <br />available for leaf removal; citizen hauling, refuse hauler <br />pick ups, etc.; and stated that the education of citizens and <br />leaf pick up program were included on the City's MS4 <br />permit application. <br /> <br />Discussion included the rationale for the Commission's <br />recommendation; further explanation by Councilmember <br />Schroeder of stormwater contamination prevention; <br />overall benefit to the city and residents in leaf pick up; <br />preventative maintenance program enhancements; and <br />weather-related issues in using the program in accordance <br />with the pick up cycle. <br /> <br />Mr. Schwartz advised that due to the late drop of leaves in <br />2002, city crews were required to return to the first three <br />pick up areas, which accounts for higher costs than <br />originally anticipated. <br /> <br />Mr. Wilke advised that the Commissions' concluding <br />recommendation to the City Council was focused on <br />accomplishing preventative maintenance. <br /> <br />Acting Mayor Kough, at the recommendation of City <br />Manager Beets, directed staff to include discussion of this <br />program at the next regular Council meeting, as a larger <br />discussion on the budget shortfall. <br /> <br />c. Facility Use Policy Facility Use Policy <br />Acting Mayor Kough removed this item from the agenda <br />until the March 31, 2003 regular Council meeting. <br /> <br />Flecess Flecess <br />Acting Mayor Kough recessed the meeting at 6: 44 p.m. and <br />reconvened the meeting at 7:00 p.m. <br /> <br />II.
