While there was <br />minimal public input, Mr. Schwartz reported that the <br />discussion of alternatives among Commission members <br />and information reviewed by the provided by the <br />Commission, and brought forward for Council <br />consideration was valuable with a ten-year historical <br />perspective compared that addressed administrative and <br />clerical, operating and estimated total program costs. By <br />unanimous vote, the Commission recommended <br />continuing the leaf pick up program; but recommending <br />returning to the pre-1998 program of including all <br />residents on a no fee, scheduled pick up basis. <br /> <br />The Commission estimated that while estimated costs of <br />operating the program on that basis would be <br />approximately $150,000, without the program the Public <br />Works crews would be required to remove the leaves from <br />gutter lines and storm drains on all City streets and incur <br />costs of approximately $40,000. (Public Works crews <br />currently remove leaves from these areas as part of the leaf <br />pick up program). <br /> <br />Mr. Schwartz advised that the funding for the program <br />was through the Storm Utility Fund, and rates would be <br />affected through any of the options considered. Mr. <br />Schwartz sought Council direction on how to proceed. <br /> <br />Acting Mayor Kough spoke in favor of the program. <br /> <br />Mr. Doug Wilke, Chair of the Public Works and <br />Transportation Commission, was also in attendance to <br />respond to any questions of the Council. <br /> <br />Counci1member Schroeder expanded on guidelines for <br />best management practices the City would be pursuing <br />under regulations of the newly-mandated Minnesota <br />Stormwater Pollution Prevention Program (MS4 Permit). <br /> <br />Mr. Schwartz advised that the recommendation of the <br />Public Works and Transportation Commission included <br />increased efforts in education citizens on other options <br />
