<br />Regular City Council Minutes - 3/31/03 <br />Page 11 <br /> <br />C. Gem Investments (Mark Casci) in Cooperation with <br />Abra Auto Body and Glass for a General Concept <br />Planned Unit Development (PUD), Rezoning and <br />Preliminary Plat to Allow the Redevelopment of 1910 <br />County Road C (PF 3448) <br />Planning Consultant Thomas Paschke briefly reviewed the <br />applicant's request. <br /> <br />Kough moved, Klausing seconded, approval of the <br />Preliminary Plat for Abra Auto Body & Glass and Gem <br />Investments, creating two (2) lots with necessary utility, <br />shared access, and drainage easements and the necessary <br />park (by fee) and frontage road right-of-way dedication as <br />required by the City Engineer, the Parks Commission and <br />Ramsey County. <br /> <br />Councilmember Kough questioned environnlent Issues; <br />with Planning Consultant Paschke responding that the <br />business and its equipment would be monitored and <br />regulated by State environmental agencies. <br /> <br />Councilmember Maschka sought clarification that the Fire <br />Chief and Fire Marshal had approved the proj ect; <br />specifically related to the location and accessibility of the <br />back building. <br /> <br />Mr. Paschke responded that the Fire Chief had addressed <br />the location of access and fire hydrants; and that through <br />zoning, education and street signage, public concerns <br />would be addressed. <br /> <br />Councilmember Schroeder sought clarification regarding <br />those utilities shared by the businesses; those private and <br />those city-maintained. <br /> <br />Mr. Paschke responded that the main water line would be <br />city-maintained; an easement was in place for the fire <br />hydrants; and it would be a private sanitary sewer. <br /> <br />Public Works Director Duane Schwartz and Mr. Paschke <br />responded to additional questions regarding utilities and <br /> <br />Gem Investments <br />and Abra Auto <br />Body and Glass; <br />General Concept <br />PUD, <br />1 st Reading <br />Rezoning and <br />Preliminary Plat, <br />1910 Co. Road C <br />(PF 3448) <br />
