<br />Regular City Council Minutes - 3/31/03 <br />Page 2 <br /> <br />B. Dr. Richard VerHagen <br />Dr. VerHagen presented sheep herder bells to <br />Councilmember Klausing and audience member, Ed <br />Burrell. <br /> <br />Dr. VerHagen expressed his continuing concerns <br />regarding alleged "mayor bashing" and political posturing <br />at City Hall. <br /> <br />Dr. VerHagen read a lengthy discourse on his perception <br />of political posturing at City Hall and provided a bench <br />handout outlining his interpretation of a breakdown of <br />historical City Council voting records. <br /> <br />Councilmember Kough disputed comments by Dr. <br />VerHagen's regarding his administration as Acting Mayor <br />at the March 17, 2003 meeting and his requested input <br />from City Manager Beets. <br /> <br />Mayor Kysylyczyn responded to Dr. VerHagen's raised <br />concerns regarding Lexington Park and a proposed Little <br />League ball field (Bruce Russell Park/Candy Cane) and a <br />perception of changes in park plans that differed from <br />those presented to the public; stating the matter could be <br />investigated and discussed at a future meeting. <br /> <br />C. Polly Frank, 1233 West County Road B <br />Ms. Frank expressed her concern regarding her perception <br />of the purpose and alleged abuses of the public comment <br />forum at City Council meetings; suggesting that the City <br />Council determine specific Rules of Procedure to avoid <br />future conduct issues. <br /> <br />Ms. Frank respectfully took issue with a comment <br />previously made by Dr. VerHagen regarding her alleged <br />body language directed at Dr. VerHagen, stating that she <br />was not even in attendance at the meeting during the <br />discussion in question, and encouraging Dr. VerHagen to <br />present accurate facts. <br />
