Regular City Council Minutes - 3/31/03
Page 21

preparedness.

Mayor Kysylyczyn queried Councilmembers on the
apparent lack of interest in pursuing the proposed
Strategic Plan.

Councilmember Kough commended Chief Gasaway and
the Department for their attempts to improve the training
and overall equipment; opining that the Chief should have
some leeway within the department.

Councilmember Schroeder questioned Chief Gasaway on
the availability and source of the $17,833 matching city
funds required for the grant application.

Chief Gasaway responded that the match would be paid
fire Department's operating budget, and would require
eliminating or delaying the purchase of some previously
identified equipment and supplies to meet that
requirement.
Councilmember Schroeder opined that the Department
appeared to have specific goals and sufficient funds; and
suggested staff be directed to return the proposed strategic
plan to the Council's attention.

Schroeder moved, Klausing seconded, authorization for
submission of a grant application in the amount of
$178,326 to the Assistance to Firefighters Grant Program
by the Roseville Fire Department; and further directed
staff to bring the proposed Strategic Plan forward for
Council discussion and consideration.

Councilmember Maschka asked if all Firefighters were
required to pursue the training whether or not they were
interested in doing so.

Chief Gasaway stated that, under current operations,
training was only provided to those who expressed an
interest, as it was not in the best interest of medical
victims to demand training for those who weren't
interested in providing medical assistance.
