Regular City Council Minutes - 3/31/03 Page 29 and State-jurisdictional streets (i.e., Hamline Avenue) to the Council's attention; identifying their need for sweeping and removal of pieces of broken pavement; and the need to address these items as safety hazards. Councilmember Kough asked that City Public Works staff be directed to contact the State and/or County respectively to encourage their upkeep of streets within the City of Roseville. Public Works Director Duane Schwartz advised Councilmembers that staff had already been in touch with Ramsey County and offered the City's assistance in achieving this goal. Mr. Schwartz asked that staff be allowed to continue to act as liaison in making the State and County aware of the issue, even though to-date there has been no response from Ramsey County regarding the City's offer. Mr. Schwartz advised that, weather permitting, the City streets will have been completely swept by the end of this week. Mr. Schwartz further advised that, due to State cutbacks, Ramsey County had reduced their contractual maintenance budget, therefore would be hiring no outside contractors for items usually accomplished by outsourcing. Kough moved, Klausing seconded, that staff be directed to draft and forward a letter to the Ramsey County Board of Commissioners expressing City concerns about the above- referenced issues.
