Members of the city council,

I believe that more study is needed before you allow 01' Mexico to expand their
dining facilities. My reasons for this are as follows:
1. Patrons of 01' Mexico already use the dentist office parking. 01' Mexico may have
entered into some sort of formal agreement with the property owners, but since the
parking spaces are already being used no real additional parking spaces are being realized
there. Also, there is no paperwork in the application regarding an "agreement" between
the business owners. There is currently a sign that prohibits all 01 Mexico patrons from
parking in this lot.

2. Some employees park behind the building in the alley. There are signs posted in the
alley listing this as a fire lane. Though 01' Mexico did not state this on their application, I
will assume these employees will now be parking in some of these newly created parking
spaces, thus complying with the posted no parking signs in the alley which will leave less
of the "newly created parking spaces" for their patrons.

3.01' Mexico states in their application that they have secured an additional parking in
the strip mall on the west side of Lexington Avenue. Again, there is no paperwork in the
application regarding any "agreements." If they are going to have this additional parking,
then there should be a pedestrian walkway as well as a traffic control signal at Lexington
and Roma ave to keep the pedestrians safe. This would get into an entirely new issue on
who would pay for the installation of these necessities, 01 Mexico or the residents of
Roseville.

There are two other issues regarding 01 Mexico that need to be addressed.

4. There are lights that have been recently installed on the East side/alley side wall that
are no longer the soft yellow florescent lighting, they are the high pressure bright lights
that may be good for lighting up the alley, but the light is TOO bright for the neighbors
that have to be exposed to it from sunset to dawn. A solution to this would be to return to
the soft yellow lighting or install "wall pack" lights that would just light up the alley area
and not any adjoining yards.
5 .01 Mexico has consistently been dumping their glass bottles for recycling in the early
hours of the morning. We have spoken to Greg Pavlick on two occasions about delaying
the time of dumping these bottles to 7:00 am or later. He has made efforts to delay it, but
in time they begin "dumping" them before 6:30 am.

In closing, I want the city council to carefully weigh the options it has on this
issue. Thank you for your time.
Sincerely,
Matt Richards
