<br />Regular City Council Minutes - 3/31/03 <br />Page 7 <br /> <br />at the March 17, 2003 regular Council meeting which he <br />had chaired; and apologized for any confusion in the <br />Mayor's name being identified with the item, rather than <br />his name, but asked that the Council allow for further <br />discussion of the issue as he had not been able to attend <br />the March 10, 2003 meeting to provide comment, even <br />though he had since then viewed the meeting video tape <br />and acknowledged the correspondence received from the <br />public regarding the Primary Election issue. <br /> <br />Councilmember Schroeder concurred that he was willing <br />to discuss the item, but his concern was that it had not <br />been brought forward in an appropriate fashion, and had <br />not been included on the draft agenda presented for his <br />approval. Councilmember Schroeder recognized that, in <br />contacting Mayor Kysylyczyn, the Mayor had advised that <br />he had comments to bring forward, but was not prepared - <br />other than in draft form - to discuss the items or provide <br />them in writing to Councilmembers for their review. <br /> <br />Discussion continued regarding procedural issues and <br />other pending agenda items for this evening's meeting. <br /> <br />IV. <br /> <br />Communication <br /> <br />V. <br /> <br />Recognitions <br /> <br />A. Arbor Day Proclamation <br />Kysylyczyn moved, Schroeder seconded, recognition of <br />April 25, 2003 as Roseville Arbor Day. Mayor <br />Kysylyczyn called for a vote on the Arbor Day <br />Proclamation during the debate regarding the City's <br />Primary Election issue. <br /> <br />Roll Call <br />Ayes: Schroeder, Klausing, Kough, Maschka and <br />Kysylyczyn. <br />Nays: None. <br /> <br />7:00 p.m. <br />Communication <br /> <br />Recognitions <br /> <br />Arbor Day <br />Proclamation <br />
